Referee Education

 U.S. Soccer is committed to producing a variety of referee education resources aimed at supporting the program's approximate 140,000 members across the country  that service amateur games at the youth and adult levels.

High quality instruction provided by the 55 State Referee Associations is paramount to the success of the U.S. Soccer Federation Referee Program. To this end, information and resources developed by U.S. Soccer are readily available online so that officials, instructors, assignors and assessors can be trained more consistently and efficiently nationwide (US Soccer).

KSC supports training for youth and adults interested in refereeing our instructional league games. USSF certification is required for both our fall and spring league seasons. Referees must be at least 14 years of age and have taken the required on-field training.

Steps to Becoming a Delaware State Referee:

1.Sign up for an Entry Level Grade 8 or Grade 9 clinic.  You will receive an email when you are accepted.
2.Register with US Soccer ( and pay the US Soccer registration fee ($40.00)and State Administrative fee ($20.00).  Due to software issues, referees living in states other than Delaware should show their address as DE  e.g. Elkton, DE.  We will provide a fix after the clinic.
3.Follow the link below and complete the grade appropriate ON LINE COURSE MODULES.
4.Attend the clinic and pass the written test.
5. Attend and participate in the "ON FIELD TRAINING".
